Research & Knowledge Sharing

Whilst the network is quite young and hasn’t commissioned a great deal of research to date, there are plans to undertake more on issues of mutual interest identified by full and associate members. To date two such studies have been undertaken:

Strategies for resource mobilization
Dr. Ilona Kickbusch conducted a study considering various sources of international funding that the Network could approach to support the work they undertake with emerging foundations. This document is a summary of some of the key findings and provides a number of leads for countries interested in establishing a HPF and potentially needing resources to assist them in their quest.

Comparison of funding models
The network has identified that they way in which funding is administered and funded projects are supported by established HPF’s is often very different from approached used by other organisations or government agencies. The Network has commissioned research that will document and analyse the various funding approaches used by current network members. This study is expected to be completed by July 2006 and will be of interest to anyone involved in the administration of funds for health promotion purposes.

Sustainable financing for Health Promotion: issues and challenges

This paper was presented in the 6th Global Conference on Health Promotion Foundation. The paper recommends (1) governments to give a high priority to finance health promotion, setting up a national target of not less than 15% of general government expenditure for prevention and HP activities; (2) to ensure prevention and HP services an integral part of the benefit package of Social Health Insurance, and provides legal and fiscal enabling environment that promotes workplace prevention and promotion programs; (3) to establish where possible, through legislation an innovative Health Promotion Fund financed from dedicated taxation of health damaging goods; (4) to an active involvement by international development community, to mobilize additional fund supporting prevention and HP activities.

2006 EUPHA Conference

Representation at the 2006 European Public Health Association conference
Network members plan to have a significant presence at the upcoming EUPHA conference Montreux, Switzerland in November 2006. At this stage, Swiss Health and the Austrian Health Promotion Foundation are involved in the planning of the conference and the network is proposing to:

  • Present papers on sustainability, financing mechanisms for health promotion and economics of health promotion
  • Staff an information booth

WHO Global Conference

Representation at the WHO 6th Global Conference on Health Promotion, 2005
Network members played an active role in the WHO 6th Global Conference on Health Promotion held in Bangkok Thailand in August 2005:

  • ThaiHealth was extensively involved in supporting the Thai Government in organising the conference program
  • The Network and ThaiHealth both staffed informative information booths that attracted the majority of the 700+ conference participants
  • The Network co authored a paper on ‘Sustainable Financing for Prevention and Health Promotion: issues and challenges’ (download paper)
  • ThaiHealth co authored a paper on ‘Integrated Health Promotion Strategies: A Contribution to Tacking Current and Future Health Challenges’ (provide link)
  • Network members chaired a number of technical papers presentations
  • ThaiHealth hosted a reception for nearly 60 international delegates who were interested in the work of ThaiHealth; and to encourage global networking and partnership.

2004 IUHPE Conference

Representation at the IUHPE 18th World Conference on Health Promotion and Health Education, 2004
Network members had a significant presence at the IUHPE 18th World Conference on Health Promotion and Health Education held in Melbourne in April 2004:

  • VicHealth housed the conference secretariat and played a key role in the conference organising committee
  • The Network, VicHealth, Healthway and ThaiHealth all staffed information booths that were frequented by the 3000+ conference delegates
  • The Network facilitated a presented a paper on ‘Establishing Health Promotion Foundations and Other Innovative Infrastructure and Financing Mechanisms’.
